ONJN Class II Licence
A Class II licence is what you need in order to supply gambling-related services in Romania. We prepare the corporate and technical file, file it with ONJN and represent you until the Supervisory Committee decides.
Overview
A Class II licence covers the suppliers who serve gambling operators licensed in Romania: gaming platforms and software, dedicated technical solutions, affiliates and other suppliers in the chain. Without it, working with a Romanian licensed operator is not possible.
The file has two components, prepared in parallel. The corporate component covers the company documents, the shareholding structure up to the ultimate beneficial owner, criminal record certificates, tax clearance certificates and sworn declarations. The technical component covers the description of the software or platform, proof of ownership of it, and the game and RNG certifications.
The applicant may be a Romanian company or a legal entity from the EU, the EEA or Switzerland. A permanent establishment in Romania is not required, that condition applies to Class I operators. There is no share capital threshold specific to this category either, but the applicant's financial standing must support the declared activity.
We screen eligibility before any work starts on the file, because the points that most often lead to refusal, relevant convictions of directors or shareholders, an unclear beneficial owner or a blacklist entry, surface within days. We then build the file, submit it to the General Authorisation Directorate and answer any requests for additional documents until the Supervisory Committee decides.
The statutory term is 30 days from a complete filing. In practice, plan for 2 to 4 months from the first draft, because each round of additional documents interrupts the term. The licence is valid for 10 years, conditional on paying the fees on time.

Technical documentation
We prepare the platform description, proof of software ownership and the game and RNG certifications, in parallel with the corporate file.
Filing with ONJN
We complete the standard application in Romanian, pay the analysis fee and file with the General Authorisation Directorate.
Representation until the decision
We answer requests for additional documents and follow the file until the Supervisory Committee decides, within 30 days of a complete filing.
