Guide on the real costs of the Class II license after increases from GEO 82/2023 and Law 141/2025: entry fees, annual obligations, what a B2B provider does not pay, and old figures that still mislead.
In brief
- Entry costs: approximately 45,500 EUR (issuance + first-year fees + responsible gambling contribution)
- Recurring costs: 35,000 EUR/year per category of activity
- No revenue-based tax: Class II owes no percentage-based GGR tax
Entry Fees
The license issuance fee is 10,500 EUR per license.
Annual License Fee
Each ancillary activity category — platform management and hosting, payment processors, software producers and distributors, affiliates, certifiers, auditors, conformity assessment bodies — costs 20,000 EUR/year. A company licensed for two categories pays 40,000 EUR/year in license fees alone.
For the first year, payment is made at the deadline set in the decision, under penalty of automatic revocation of the approval. For years 2–10, payment must be made at least 10 days before each license year anniversary.
Responsible Gambling Contribution: 15,000 EUR/year
Legal entities directly involved in Class II licensed gambling activities owe an annual contribution of 15,000 EUR.
Obligations Do Not Vary With Revenue
Regardless of whether the provider invoices 120,000 or 1,200,000 EUR/year, the ONJN obligations remain the same: 20,000 EUR/year license fee plus 15,000 EUR/year contribution, per category. Only general taxes remain variable — corporate income tax, VAT on B2B services, possible withholding taxes in cross-border relationships.
Frequently Asked Questions
What is the total cost of market entry?
Approximately 45,500 EUR for one category: 10,500 EUR issuance, 20,000 EUR first-year fee, and 15,000 EUR contribution. These figures do not include technical certification costs, translations, apostilles, and consultancy.
Does the fee depend on my revenue?
No. Class II fees are fixed, per category of activity. Revenue-based percentage fees apply only to Class I gambling operators.
In what currency are fees paid?
Fees expressed in euros are paid in Romanian lei, at the EUR exchange rate. The lei value is determined by converting the amounts expressed in euro equivalent, based on the foreign exchange rate set on the first working day of October of the year preceding the payment due date, as published in the Official Journal of the European Union.
What happens if I miss a payment deadline?
Failure to pay the first-year fee results in automatic revocation of the documentation approval, without any further formalities. The same mechanism applies to non-payment in subsequent years.
